JOB SUMMARY

Performs specialty level heating, ventilation, and air conditioning work in the maintenance, alteration, installation, and repair of boilers, heating, refrigeration, and air conditioning systems and equipment. Work involves: constructing, servicing, advising on, repairing, and altering of heating, ventilation, and air conditioning (HVAC) systems and equipment; troubleshooting control circuits; calibrating electrical, pneumatic, and electronic control systems; determining presence of lead based paint; and maintaining related records.

ESSENTIAL FUNCTIONS

  • Performs general specialty HVAC work in the construction, repair, and alteration of heating, ventilation, refrigeration, and air conditioning systems and equipment.
  • Plans and organizes daily work routine.
  • Establishes priorities for the completion of work in accordance with sound time-management methodology; estimates expected time of completion of elements of work; establishes personal schedule accordingly; and implements work activities in accordance with priorities and estimated schedules.
  • Maintains a calendar for meetings, deadlines and events.
  • Responds to work orders; efficiently and effectively uses materials, equipment, and labor.
  • Repairs and maintains large commercial air conditioners and heat pumps in the Authority’s office buildings.
  • Services and repairs residential HVAC units.
  • Uses electrical and HVAC test devices; troubleshoots and repairs control circuits.
  • Replaces or repairs compressors and motors; repairs a variety of HVAC equipment in the housing units including refrigerators and window units.
  • Checks accuracy and calibrates electrical, pneumatic, and electronic control systems.
  • Inspects work areas for signs of deteriorating paints; determines from lists provided if lead based paint is present in the area; and performs repairs in accordance with lead based paint (LBP) remediation procedures.
  • Strives to anticipate work to be done; initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.
  • Seeks expert or experienced advice.
  • Researches problems, situations, and alternatives before exercising judgment.
  • Identifies problems or situations as they occur and specifies decision objectives; identifies or assists in identifying alternative solutions to problems or situations; and implements decisions in accordance with prescribed and effective policies and procedures with a minimum or errors.
  • Seeks expert or experience advice and researches problems, situations, and alternatives before exercising judgment.
  • Troubleshoots control circuits; replaces faulty thermostats, wiring, and control devices.
  • Handles requests, suggestions, and complaints from other departments, staff, and tenants.
  • Performs preventive maintenance on heating, air conditioning, and air handling equipment; changes filters.
  • Orders and stocks HVAC parts and equipment.
  • Maintains related records of work.
  • Adheres to all safety and housekeeping standards established by the Authority and various regulatory agencies; sees that the standards are not violated.
  • Maintains a clean and orderly workplace.
  • Drives among locations.
  • Performs related duties as required.

EDUCATION AND EXPERIENCE

High school diploma or equivalent supplemented by courses in HVAC systems; 5 years of related work experience; or an equivalent combination of training and experience which provides the required skills, knowledge, and abilities to perform this job.

Certification, License, and Special Requirements:

  • Valid North Carolina (NC) driver’s license.
  • Drug testing and criminal background check are required
  • Refrigerant Transition and Recovery Certification required.
  • Visual Assessment Certification on Lead-Based Paint (or obtain within required time frame of date of hire).
  • Environmental Protection Agency (EPA) Refrigerant Handling certification desired.
  • North Carolina HVAC License (Heating-Group 2) preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of the standard practices, principles, and methods of the HVAC trade.

• Knowledge of tools and materials used in repairing or replacing commercial and residential HVAC systems and devices.

• Knowledge of Authority policies, standards, and prescribed procedures.

• Knowledge of related safety and housekeeping standards established by the Authority and various regulatory agencies.

• Skill in using plumbing tools and equipment used in the trade.

• Skill in making accurate arithmetic calculations.

• Skill in planning and organizing.

• Ability to follow oral and written instructions.

• Ability to exercise immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.

• Ability to interact with all Authority departments and divisions, co-workers, supervisors, professionals, and the general public.

• Ability to meet deadlines and standards.

• Ability to be tactful and courteous.

• Ability to analyze situation and select appropriate course of action using independent judgment.

• Ability to read and work from blueprints, drawings, or sketches.

Physical Demands:

The work is sedentary work and requires exerting up to 10 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: manual dexterity, handling, hearing, mental acuity, reaching, speaking, talking, visual acuity in preparing/analyzing data/transcribe/using computer terminal/conducting extensive reading, visual acuity in operating motor vehicles, and walking.

Working Conditions:

Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Works overtime as required
