Summary: The primary purpose of this position is to facilitate a high-quality development review process by performing development review activities, providing technical assistance to applicants, and coordinating multi-departmental review workflows. Additional duties include supporting City boards and commissions, providing information and customer service to citizens, outside organizations, and other employees, reviewing and approving permits, conducting research, preparing reports, and completing special projects. This position may provide direction to other employees.
Examples of Duties - Performs professional and technical work in the field of planning and development services under the general supervision of the Director.
- Provides excellent customer service.
- Communicates effectively and courteously in person, in writing, and by telephone.
- Reviews site plans for conformance with City codes, standards, and adopted policies.
- Administer and enforce zoning, subdivision, and planning regulations and ordinances.
- Meets with developers, architects, engineers, realtors, and citizens before, during, and after the development review process to ensure compliance with all applicable ordinances and policies.
- Provides information and guidance to contractors, developers, and the general public regarding building and development requirements, permits, inspections, fees, ordinances, and related processes.
- Coordinates with City departments and divisions to complete technical review, analysis, and approval of private and public development applications.
- Research and answers development-related questions; assists contractors, developers, and the public with inquiries and concerns.
- Research, draft, and recommend ordinance revisions.
- Analyzes technical applications and prepares professional reports regarding zoning, platting, and development applications for presentation to the Planning & Zoning Commission and City Council; attends night meetings as required.
- Reviews and processes zoning changes, variances, plats, and related requests for compliance with zoning ordinances, subdivision ordinances, and other applicable regulations.
- Conducts field inspections to gather data relevant to the development review process.
- Reviews and coordinates the preparation of development agreements, annexations, and related documents.
- Maintains compliance with all local, state, and federal requirements related to planning, zoning, ordinance amendments, development regulations, and conservation initiatives.
- Develops and maintains databases and records related to ordinances, codes, maps, and associated documentation.
- Works with Homeowners' Associations (HOAs) and citizen groups to ensure compliance with development regulations.
- Performs other duties as assigned.
Typical Qualifications Education & Certifications Required: - Bachelor's Degree in urban planning, public administration, geography or closely related field.
- 2 years' experience in professional planning, land development or a related field
- American Institute of Certified Planners (AICP) certification preferred
- Valid Driver's License with an excellent driving record.
Knowledge, Skills, and Abilities: - Knowledge of local, state, and federal planning, zoning, subdivision, and development regulations, ordinances, and land-use laws.
- Understanding of site development principles, land-use planning concepts, and development processes, including zoning, platting, and site plan review.
- Familiarity with standard development review practices, workflow processes, and techniques used in municipal planning.
- Knowledge of reading and interpreting zoning maps, future land use plans, plats, site plans, and engineering or architectural drawings associated with development.
- Proficiency in reviewing site plans, plats, zoning exhibits, development agreements, and technical documents to determine compliance with City codes and standards.
- Knowledge of procedures for enforcing zoning, subdivision, and development regulations.
- Skill in evaluating development applications, site plans, plats, and zoning requests to identify compliance issues or potential concerns.
- Competence in preparing clear and concise staff reports, presentations, and documentation related to development applications, variances, zoning cases, and ordinance revisions.
- Strong verbal and written communication skills for interacting with developers, contractors, architects, engineers, property owners, elected officials, and the public, including the ability to explain complex regulations in understandable terms.
- Skilled in resolving customer inquiries, complaints, and development-related issues in a professional and efficient manner.
- Proficiency in researching and interpreting City ordinances, development standards, zoning regulations, and applicable state statutes.
- Capability to identify issues related to zoning, land use, development compliance, and site design, and to develop effective solutions or recommendations.
- Strong attention to detail when reviewing development plans, applications, maps, and supporting documents.
- Sound judgment in making objective decisions based on zoning regulations, development standards, policy guidance, and technical review findings.
- Effectiveness in working collaboratively with the Director, City departments, developers, consultants, and citizen groups to coordinate development review processes and resolve issues.
- Strong organizational skills to manage multiple development applications, projects, and deadlines while maintaining accuracy.
- Adaptability to changing regulations, ordinance updates, planning procedures, and technological tools (e.g., GIS, permitting software).
- Capability to conduct field inspections of development sites, which may involve walking long distances, navigating uneven terrain, or carrying field equipment.
Supplemental Information Environmental Factors and Conditions/Physical Requirements: - Work is performed primarily in an indoor office environment with occasional outdoor fieldwork.
- Field inspections may involve exposure to weather conditions, construction sites, uneven terrain, noise, dust, and other environmental hazards.
- Requires frequent use of computers, telephones, and standard office equipment.
- Requires the ability to sit, stand, walk, bend, and reach for extended periods.
- May require lifting materials or equipment up to 25 pounds.
- Must be able to operate a vehicle to travel to inspection sites, meetings, and related locations.
